This was revealed by one of the writers after the mention of Reeves appeared in the song No Save Point, which will sound in the game.

A reference to actor Keanu Reeves appeared in a track that Run The Jewels recorded for Cyberpunk 2077 . The composition, published on November 14th, contains the line “Keanu Reeves, cyberarm under my sleeve” (“Keanu Reeves, cyber arm under my sleeve”).
As Patrick Mills, one of the writers of Cyberpunk 2077, later explained, the song mentions Keanu Reeves not from our reality, but from the in-game one. The Cyberpunk 2077 universe has its own Keanu Reeves – a little-known actor from the time of “Collapse” in the United States, that is, the 1990s. According to Mills, this Reeves was “eerily similar” to Johnny Silverhand – a rockboy whose appearance and voice in Cyberpunk 2077 was given by Keanu Reeves from our reality.
The KR lyric is lore friendly. It’s an in universe cultural reference to KR, a little known Collapse-era actor who bore and uncanny resemblance to Johnny Silverhand, and in the years following Johnny’s disappearance, was frequently mistaken for JS. 👉🤛 https://t.co/AxpPvlww97

The line with the mention of Keanu Reeves corresponds to the lore of the universe. This is a reference to that Keanu Reeves, who was a little-known actor of the “Collapse” era and was eerily similar to Johnny Silverhand. After Johnny disappeared, Keanu Reeves was often mistaken for Silverhand.
The real Keanu Reeves not only played Johnny Silverhand, but also starred in several promotional videos for Cyberpunk 2077 and presented the game at the Xbox conference at E3 2019. In addition, ARCH Motorcycle, which is co-owned by the actor, participated in the creation of motorcycles for Cyberpunk 2077.
